Functions of the Director
1. Manage and supervise the operations of the Bureau of Elementary Education in the implementation
of its functions; and
2. Perform such other functions as may be provided by law.
Curriculum Development Division
¨ Formulate policies, standards and programs for the continuous
development of the curriculum in the elementary and pre-elementary;
¨ Undertake curriculum researches and studies;
¨ Provide technical assistance on curriculum development and
evaluation;
¨ Design and propose pilot projects on curriculum innovations
on the pre- and elementary education;
¨ Formulate policies and standards on the preparation of instructional
materials;
¨ Develop prototype materials in support of textbooks;
¨ Undertake a continuing evaluation and monitoring of plans,
programs, policies and standards on curriculum
¨ Establish / strengthen linkages with institutions; and
¨ Perform functions as may be provided by law
Staff Development Division
¨
Formulate policies, plans and programs to upgrade the quality of teaching and non-teaching staff in pre-
and elementary education;
¨ Undertake a
continuing evaluation and monitoring of plans, programs, policies and standards;
¨
Provide technical assistance/ consultative services to the regions on matters pertaining to upgrading of
teaching competencies;
¨
Develop prototype training programs and materials / manuals;
¨ Design, develop
materials and conduct training of trainers on identified priority areas;
¨ Set standards
for training and development of teachers, school administrators / supervisors and technical staff (in the elementary level);
¨ Establish/ strengthen
linkages with agencies and institutions; and
¨ Perform functions
as may be provided by law

¨ Formulate policies, plans and programs for the preparation
of instructional materials, and the evaluation of programs in special education;

Conduct studies and develop standards of
programs and services for special learners;

Provide technical assistance for in-service
education programs to upgrade the competencies of administrators, supervisors, coordinators, teachers as well as the non-teaching
personnel;
¨
Establish/ strengthen linkages with agencies
and institutions concerned with the education and welfare of children with special needs;
¨
Undertake a continuing evaluation and monitoring
of plans, programs, policies and standards on special education; and
¨
Perform such other functions as may be provided
